Your minute of the 11th May (reference 54403/2/48). I have had a word with Mr. Sloss, who tells me that he will not be back in Hong Kong until the 25th May. This would not give time for him to discuss the matter with the Governor and arrange for a cable to be sent in time for the meeting of the Grants Committee on the 27th. He would be grateful, therefore, if a brief summary could now be sent to the Governor by cable.
Mr. Sloss certainly does not expect the Grants Committee to make definite decisions about the applications, but only to consider them in principle, because it will be some time before firm estimates for the separate items can be presented. All that appears to be wanted, therefore, is a general expression of the Governor's views and not detailed comment.
